Self-hosted (OnPrem) IBM API Connect V12 deployments running v12.1.0.0 through v12.1.1.2 are affected. IBM rates it as exploitable over the network without authentication or user interaction, so an attacker could read sensitive data and cause limited availability impact. IBM's bulletin does not say which endpoints parse XML or whether it depends on configuration. Teams on other versions, or not using API Connect, can skip it.
