Teams running the IBM MQ Server component (distributed platforms) or an MQ Appliance in the listed version ranges. An attacker needs valid credentials and the ability to send a request to the queue manager, so the risk is highest where MQ is reachable by many users or other networks. Installations at or above the fixed versions can skip it.
